At RIL, we are looking for an entrepreneurial leader ready to take on the challenge of leading our organization and spearheading the launch of our operations in Peru. We are seeking someone who shares our passion for hacking traditional public management by strengthening the capabilities of local governments through innovation, technology, and the power of networks to improve quality of life in Peruvian cities.

The Local Innovation Network (RIL) is an organization dedicated to transforming cities by strengthening local governments across the Global South. Through agile methodologies, technology, and peer-to-peer learning, we connect and empower municipal leaders to accelerate public innovation.

We are not a traditional organization. We foster dynamic, collaborative, and evidence-based ecosystems to build communities that are more sustainable, efficient, and human-centered.

What We Are Looking For

We are seeking someone who can:

Lead with vision: Design and execute the launch strategy for RIL Peru with agility, a strong results-oriented mindset, and a high capacity to adapt to change.

Be enthusiastic about and experiment with technology: We want someone who not only uses digital tools but is eager to explore and experiment with emerging technologies and artificial intelligence to maximize the impact of both the network and local governments.

Manage high-performing teams: Inspire, motivate, and co-create with a team of high-performing professionals while fostering a culture of continuous learning and experimentation.

Build strong relationships: Establish and maintain strategic partnerships with local governments, organizations, partners, donors, and the RIL Peru Advisory Board.

Oversee projects and programs: Ensure the quality and impact of our initiatives.

Drive sustainability and growth: Creatively identify and manage funding opportunities and resources to ensure the successful launch and long-term consolidation of RIL in Peru.

Represent the voice of local innovation: Serve as the public face of RIL Peru at events, forums, and advocacy spaces, spreading our spirit of transformation.

Technical Requirements

Agile leadership experience: At least 5 years of experience leading projects or teams in the public, private, or social sectors, with a facilitator and builder mindset and the ability to manage decentralized teams and processes.

Technology and innovation DNA: Active curiosity about emerging technologies, digital tools, and human-centered design methodologies (Design Thinking, Agile methodologies, etc.). We are looking for someone who tests, experiments, and embraces digital transformation.

Education: Bachelor’s degree or equivalent in a related field (public administration, social sciences, innovation, technology, or similar). We value continuous learning and, above all, the ability to unlearn and relearn.

Knowledge of the local ecosystem: Strong understanding of Peru’s political, social, and public management landscape, with the ability to engage confidently with mayors, public officials, and decision-makers.

Key skills: Strategic thinking, empathetic and persuasive communication, resilience, and a passion for collaborative networks.

Language: Proficiency in English (preferred for coordination with the global team).
